My ground (floor) for rails are smooth, at level and powerful enough so no need for extra reinforcement. It is ready for my crane assembly. (For the cases of reinforced concrete and steel construction)  
My ground (floor) for rails my not be smooth, at level and powerful enough for my specific crane operations so should be check by my authorities and/or get your advices.  
My ground (floor) for rails certainly need a foundation system, we will do it before crane assambly and/or better you also give some advices.
